The city of Campbell is divided into four wards. Each ward has its own councilman.
Council meetings are held the first and third Wednesday of each month. Caucus meetings are held at 6:30 p.m. and regular meetings are held 7:30 p.m.
The council is in recess in the months of July and August so meetings are not held at this time.

One strength is that there are meetings twice a month. This promotes a sense of community and allows for the people of the community to be involved in and have knowledgeable of what is going on in the community.

One of the weaknesses is that the government is in recess for two months of the year. This may make it harder to get a hold of the city's officials in July and August if something were to happen or if something needs to be brought to the council. Another weakness could be that there is little representation when it comes to the republican party versus the democratic party when it comes to how well the council represents the community. It is better to have a balance when it does come to representation.
