Adult Protective Services
Adults are sometimes in danger of harm, unable to protect themselves, and have no one else to assist them. We reduce or remedy conditions causing endangerment to adults, maximizing the adult's independence and self-direction, and preventing unnecessary institutionalization. All reported cases of abuse of adults over the age of 60 are confidential. They are investigated and reviewed. Adults are offered support for protection and self-sufficiency, such as homemaker and case management services when funding is available.

- Sexual - rape or other unwanted sexual contact, or forced or coerced nudity
- Emotional - psychological hurt, humiliation, intimidation or threats
- Exploitation - unlawful or improper act of a caretaker using an adult or their resources for monetary or personal gain

Mahoning County Children Services is the public agency responsible for helping abused, neglected and dependent children in Mahoning County.
Assistance for Low Income Families
Prevention, Retention, and Contingency (PRC)
- Helps families address short-term needs
- The expectation is that families will overcome the immediate barriers to achieving and maintaining self-sufficiency and personal responsibility
- Prevents families from having to apply for cash assistance to solve short-term problems
- Helps employed parents retain their job
- Provides for contingent needs by helping families take care of isolated emergencies before they turn into crisis
Ohio Works First (OWF)
- Offers time-limited cash assistance and employment services to eligible families working towards self-sufficiency.
- A self-sufficiency contract (SSC) is required of all adults in order to document the agency and the individual’s responsibilities in achieving the goal of self-sufficiency.
Employment Services
A satellite One-Stop office is located onsite at 345 Oakhill Avenue, Youngstown, OH 44502.
- Provides assistance in preparing a resume, setting realistic employment goals, where to look for a job, and learning other critical skills needed to make the transition from Welfare to work.
Transportation NET (Non Emergency Transportation)
- Provides transportation to medically necessary appointments, such as renal dialysis, chemotherapy, radiation, as well as routine doctor appointments.
- Transportation must be for non-emergencies and to a Medicaid provider.
WIC
The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)
- Provides Federal grants to States for supplemental foods, health care referrals, and nutrition education for low-income pregnant, breastfeeding, and non-breastfeeding postpartum women, and to infants and children up to age five who are found to be at nutritional risk.

BackPack Program:
IThe BackPack Program provides food to 1,150 third- and fourth-grade children at Campbell Elementary School in Campbell, Jefferson and Willard Elementary schools in Warren, Struthers Elementary School, Niles Intermediate School, and McKinley Elementary School in Lisbon, McGuffey and Harding Elementary schools in Youngstown, E. J. Blott Elementary School in Liberty, and Brookfield Elementary School in Brookfield. BackPack Programs are designed to ensure that children in the program are not going hungry over the weekends and on holidays when other sources of food are not available. Each bag distributed contains kid-friendly foods, including items such as microwave cup meals (beef ravioli, macaroni and cheese, etc.); cereal bowls and shelf-stable, low-fat milk; fruit cups and granola bars; peanut butter; and pretzels, animal crackers and/or sandwich crackers. |

Strengths:
There are quite a few resources for many needy people in the Mahoning, Columbiana, and Trumbull County area. The Second Harvest Food Bank is one of the most influential and supportive social service agencies in the area. It supports children and their families and has made strides in the past few years to widen the area it can provide for.

Weaknesses:
There are resources available to the people of Campbell but when searching for these resources, there was not many that were close to the city itself. The people of Campbell would have to travel to Youngstown, Warren, or Sharon in order to have access to some shelters. Transportation can become an issue. Also, most of the social services in the area focused on woman and family but not many focus on veterans people with mental health issues.
